Gerald Halpern, PhD, offers a variety of professional development options for individuals ranging from one-on-one mentoring to formal classroom instruction. Evaluation managers can access peer review and professional consultation services.
Dr. Halpern is a research methodologist with extensive experience in program evaluation, performance measurement and social science research. His career includes positions at the Educational Testing Service (Princeton, New Jersey), the Ottawa Board of Education and several government departments (Ottawa, Canada). Prior to opening his own consulting practice in 1995, he worked for the Office of the Auditor General of Canada as an oversight auditor of government department evaluation units. Gerald
served, from 2002-2005, as Chair of the CES Professional Development Committee. His experience is now at your service.
He has designed, managed and/or conducted departmental evaluation plans; management and accountability frameworks, monitoring frameworks, program assessments, and numerous evaluation studies. He has taught
evaluation courses at several universities including Rutgers, Simon Fraser and the University of Ottawa.
